On the morning of April 29, the inaugural meeting of the Jinan Energy Conservation and Resources Comprehensive Utilization Association was held at the Yihe International Hotel. Vice Mayor Zhang Zongxiang and Vice Chairman of the CPPCC Liu Shaoling attended the inaugural meeting and unveiled the association. Wang Hongzhi, director of the Municipal Economic and Information Committee, and the leaders of the relevant departments of the city,  82 members and 56 individual members attended the meeting. The meeting was presided over by Tang Zhong, deputy director of the Municipal Economic and Information Committee.

The main task after the establishment of the association. First, actively promote and implement the "Energy Conservation Law" and national, provincial and municipal energy conservation regulations and standards. The second is to conduct research on energy development and utilization , energy conservation management, energy conservation technology advancement, comprehensive utilization of resources, development of circular economy, and clean production in the city, and provide advice to relevant departments. Collect and organize information on the dynamics and development direction of energy conservation and recycling economy at home and abroad, as well as energy management , new energy-saving technologies, new materials, new equipment, new processes and new products . The third is to carry out economic and technical consulting services; assist enterprises in development strategy research , product development, program demonstration, project feasibility study , etc . The fourth is to carry out international exchanges and cooperation in energy conservation, circular economy, clean production and comprehensive utilization of resources , introduce and absorb foreign advanced experience and technology, and assist enterprises to explore the international market. The fifth is to reflect the company's demands and suggestions to the relevant government departments. The sixth is to carry out business related to energy conservation, circular economy, clean production and comprehensive utilization of resources.

Deputy Mayor Zhang Zongxiang raised three requirements for the work of the association. First, keep in mind the purpose of the meeting and strengthen its own construction. The association is a civil society group. It is necessary to firmly adhere to the principles of private, civil administration, and people's benefit and the principle of “self-government, self-governance, self-support, self-discipline” and gradually build an association operation model that conforms to the actual situation of the city. It is necessary to give full play to the role of bridges and ties, and strive to make the association a platform for government, enterprise contact, communication and exchange, so that the association truly becomes the government's staff and the company's natal family. At the same time, the association must earnestly strengthen its own construction, earnestly perform its duties as an association, and improve the operation mechanism of the association in line with the market. With its own perfection and effectiveness, it will continuously enhance its cohesiveness and centripetal force and strive to achieve steady and rapid development of the association. The second is to strengthen coordination and cooperation and carry out investigations and studies. The association should bring together experts in energy conservation management and research, engineering and technical personnel from various industries, enterprises, universities and research institutes to form a strong research team, systematically and comprehensively research on energy conservation and consumption reduction, and truly become the city's Energy-saving think tank. It is necessary to work closely with relevant state and provincial agencies to strengthen horizontal and vertical exchanges and cooperation. At the same time, it is necessary to combine the geographical characteristics and industrial structure of the city, conduct targeted and focused research and research on high-energy-consuming industries, enterprises and specialized fields, and propose targeted policy recommendations to the government to further promote energy conservation and consumption reduction. The work is scientific and technical. The third is to strengthen service awareness and promote enterprise development. Service is the foundation of the association, the foundation of trust, and the source of development. We should take the service enterprise as the foothold and starting point, focus on the needs of the enterprise, and do our best to do the enterprise service work, and do practical things for the enterprise. Efforts should be made to adapt to the requirements of the new situation, actively improve the way of work, conduct in-depth investigations and research, timely report the industry and member appeals to the government and relevant departments, and put forward opinions and suggestions on energy conservation and consumption reduction to promote the sound development of enterprises.

He stressed that all relevant departments should actively create a good atmosphere conducive to the development of the association, solve problems for the development of the association, and provide quality and efficient services. It is necessary to actively guide the Association to establish a work platform, vigorously expand the scope of business such as consulting, training, and technology promotion, and further enhance the level of energy conservation and consumption reduction of enterprises in the city.
